Request To Organise an Official Phone Call to a Prisoner in Romania,

I am a social worker in England who needs to organise a telephone call to a fathers who is currently in prison in Romania. I have phoned the prison directly but no one answers the phone. I have been told I need to organise an official call via the embassy is this correct? If so can someone tell me who I contact at the Embassy for such a request. Thank you
